Work Plan

Twelve weeks from award to draft Survey Report, with the CGFS assumption-approval gate placed early so review time never compresses the analysis. Final report 15 days after draft approval. Every task in the Performance Work Statement is mapped to a phase and an owner.

Phases 3, 4, and 5 run in parallel on the same data intake, which is what makes 60 working days comfortable rather than tight. If the assumption-approval gate extends beyond one week, the schedule flexes without touching analysis time (and our pre-award question asks the Embassy to confirm how that interval is treated).

Day-one data request

Issued at kickoff; the full list travels with our quotation as an exhibit. Six families, thirty-one items, anonymized IDs throughout, no national numbers requested.

1 · Plan governance

Plan rules and amendments, insurer group contract, funding policy, LCP retirement provisions, amendment history since the last review.

2 · Participant census

Actives, deferred (with death-cover elections), retirees and survivors, plus movement data since the prior valuation. Row-level, anonymized.

3 · Financial data

Insurer reserve statements by year, contribution invoices vs plan-rule amounts, tariff basis by generation, profit-sharing history, fee schedule.

4 · Prior actuarial work

Most recent actuarial review report and its approved assumption set; any interim IAS 19 packages prepared for CGFS.

5 · Regulatory items

Sigedis DB2P filings, Art. 24 generation tracking evidence, FSMA correspondence, retirement-age and sleeper-cover implementation records.

6 · Administrative

Contact roster (CORs, Management Counselor, HR, insurer, CGFS), approval-calendar constraints, member benefit statements.

Quality and reporting

Certification & review

The Survey Report identifies the certifying actuary's professional qualifications and carries the Actuarial Certification, per the report guidelines. Every analytical product passes independent review before it reaches the Embassy; the certifying actuary signs only work performed under the locked, CGFS-approved basis.

Traceability

One locked assumption basis, one hash-stamped valuation run log, and a findings register that ties every report statement to a data item or a computation. COR oversight under the contract's QASP maps to the same register.

Format

Draft and final Survey Reports in English, two copies to the COR, structured exactly on the RFQ's twelve-item report outline (a through l), so acceptance review is a checklist rather than a hunt.

Deliverable clock. Draft Survey Report no later than 60 working days after award; COR comments within 15 days of receipt; final report within 15 days of draft approval. The plan above banks four working weeks of float against the draft deadline.
